Over the last 12 years Mr. Ruiz has focused his trial practice in the areas of complex civil litigation, including the representation of serious accident victims, false arrests and police brutality, as well as employees who were not payed overtime wages or that were discriminated against.
He began his legal career with a boutique litigation firm in Coral Gables, Florida, where he litigated professional malpractice cases and defended Accountants, Attorneys, Architects, Directors and Officers, Engineers and General Contractors. Mr. Ruiz then went to work at a prestigious nationwide defense law firm in Miami, Florida, where he handled and went to trial on various types of defense cases, including severe traumatic brain injury, automobile and trucking accidents, bad faith, premises liability, negligent security, medical malpractice, labor and employment and other complex third party liability matters.
Mr. Ruiz has also successfully represented employers and employees in state and federal court litigation and appeals, and before the EEOC and other administrative agencies, including claims alleging employment discrimination on the basis of physical and mental disabilities (Americans with Disabilities Act), age (Age Discrimination in Employment Act), gender (including sexual harassment), pregnancy, religious beliefs, race, and national origin (Title VII and the Florida Civil Rights Act); alleging violations of the Family and Medical Leave Act, and the Fair Labor Standards Act (minimum wage and overtime), and the Equal Pay Act (gender-based wage discrimination).
Mr. Ruiz graduated Magna Cum Laude from The Florida State University, earning a Bachelor of Science in Accounting. He then obtained his Juris Doctorate from The Maurice A. Deane School of Law at Hofstra University, where he also served as the Vice President of the Student Bar Association and the Latino/a Student Bar Association.
Mr. Ruiz is a member of the Florida Bar, U.S. Court of Appeals for the 11th Circuit, the U.S. District Court, Southern District of Florida, the U.S. District Court, Middle District of Florida, and is admitted to practice in all Florida State Courts.
Mr. Ruiz gives back to the community by providing his services Pro Bono to low-income families through the Legal Aid Society of Miami Dade and by mentoring Latino/a law students.
His goal is to provide all his clients with honest and practical advice in order to deliver excellent results.

David M. Fraguio was born and raised in Miami, Florida. Mr. Fraguio received his Bachelor of Sciences in Economics degree from the University of Miami. Mr. Fraguio then obtained his Juris Doctorate from the University of Miami School of Law.
Prior to joining Victor A. Ruiz, P.A., Mr. Fraguio worked for a boutique litigation firm in Coral Gables, Florida, where he focused his practice on civil litigation, primarily within the fields of first party property, insurance coverage issues, premises liability, third party liability matters, and labor and employment.
Mr. Fraguio is admitted to the Florida Bar and is admitted to practice in the United States District Court for the Southern District of Florida.

Rori is a native New Yorker who met Mr. Ruiz while attending law school. After convincing Rori that the warm Miami weather beat out the New York cold, she moved down to Miami only one day after law school graduation in 2010.
Rori went to Boston University on scholarship and graduated a semester early, Magnum Cum Laude. She earned a degree in International Relations, made the Dean’s List 4 semesters in a row, and was part of both the National Society of Collegiate Scholars and the Golden Key Honor Society. She obtained her Juris Doctorate from The Maurice A. Deane School of Law at Hofstra University, where she focused on health law.
Rori has worked abroad as a legal intern for GE European Equipment Finance Limited, dealing extensively with issues of data protection, licensing, local law and financial records. While still in New York, Rori worked for an employment law firm that dealt in labor law, ERISA and employee benefit law and attended union negotiation meetings. Once in Miami, Rori became a legal volunteer to gain experience. She assisted supervising attorneys with cases pertaining to unemployment compensation, IRS tax disputes, government benefits, child support modification for non-custodial parents who are homeless or disabled, organizations revitalizing neighborhoods and select consumer cases for low wage workers including garnishment, credit repair and debt collection defense. She then clerked for a health law firm in Coral Gables, specializing in medicare and medicaid fraud. She assisted in preparing articles for health law journals and newsletters as well. Rori also has an extensive real estate background, having worked for a prestigious real estate firm in Manhattan for 5 years and a boutique brokerage in Coconut Grove once living in Miami.
Rori currently specializes in managing the firm’s federal Civil Rights cases, pertaining to issues of assault and battery, excessive use of force, police brutality and false arrests. She handles these cases from inception until resolution and oversees all activity within the cases. Her eye for detail and her organizational skills are key. Rori has been with Ruiz Legal from its beginnings and loves watching the firm continue to grow and flourish.

Ana Carolina is one of the Paralegals in our team. She grew up in Caracas, Venezuela, where she obtained a Law degree from the Central University of Venezuela in 2006 and holds a master’s degree in Business Law.
With her more of 15 years of experience in the area of Law, Ana Carolina prides herself in working closely and attentively with each and every one of our clients, putting all her effort to achieve a favorable result for our clients and for our firm.
During the last 5 years, Ana Carolina has worked as a Paralegal, specifically in the area of Personal Injury, Immigration and Business Law, and is responsible for the day-to-day handling of cases, including maintaining a communication channel with our clients.

Tahyli Garcia was born in Havana, Cuba, and raised in Miami, Florida. Ms. Garcia graduated Cum Laude from Florida International University with a bachelor’s degree in psychology and then earned her Juris Doctorate from St. Thomas University College of Law.
In law school, Ms. Garcia was a part of the award-winning honors organization, St. Thomas University College of Law Trial Team, upon which she competed in the Chester Bedell Mock Trial Team Competition in January 2022, in just her second year of law school.
Ms. Garcia has experience working in real estate and probate firms, worked in several boutique and other larger personal injury firms prior to and during her time in law school, and served as a Judicial Intern to several circuit court judges.
Ms. Garcia is an active member of the Florida Bar and is joining the Ruiz Legal team as an Associate Attorney practicing complex civil litigation and personal injury cases.
